PPWR applies now. Is your packaging data ready?
PPWR has applied since 12 August 2026, and the obligations phase in through 2038. Merchant Packaging gives you a single system for Declaration of Conformity, material identification (PP01-PP12), recyclability assessment, and recycled content tracking - all aligned to EU Regulation 2025/40.
What applies from August 2026
From 12 August 2026, the EU Packaging and Packaging Waste Regulation requires:
- A Declaration of Conformity for every packaging unit placed on the EU market, held on file and available to authorities on request
- Material identification using the PP01-PP12 coding system under Annex VI
- Recyclability data per component, assessed against Annex II criteria
- Recycled content recorded at component level, with the distinction between "not recorded" and "confirmed zero" preserved
Merchant Packaging captures all of this at SKU and component level, so your data is structured and audit-ready from day one.
What comes next
PPWR obligations phase in over several years. The August 2026 wave is just the start.
Digital Product Passport required, accessible via QR code on packaging
Harmonised sorting labels (Article 12) mandatory on all packaging
Recyclability performance grades (A, B, C) applied to all packaging, with fee modulation tied to grade
Recycled content targets enforced (e.g. 30% for contact-sensitive PET)
Merchant Packaging is built to grow with the regulation. The data you enter today feeds the DPP, sorting label, and recyclability requirements that follow.
How it works
Enter your packaging data at SKU and component level - materials, weights, dimensions, composition
The system maps each component to the correct PP01-PP12 material code
Recyclability is assessed per component, with recycled content tracked as a nullable value (distinguishing "not recorded" from "zero")
Generate your Declaration of Conformity, ready to hold on file
Export data in scheme-specific formats for EPR declarations across jurisdictions
